The morning after Rowan and I completed our mate bond, I woke before sunrise with the strange certainty that someone was standing outside my bedroom door.
I sat up.
Rowan was asleep beside me on top of the covers, still wearing yesterday's shirt because he had refused to leave until he knew the bond had settled properly.
The presence outside remained.
I opened the door.
Rhea stood there holding coffee.
"You're creepy."
"Good morning to you too."
"How long have you been standing there?"
"Long enough to confirm you didn't explode."
I took the coffee.
"Why would I explode?"
"Ancient Lunaris records are vague about completed bonds between unusually powerful bloodlines."
"That would've been useful information yesterday."
"You looked busy."
I nearly shut the door in her face.
She blocked it with her foot.
"Actually, I came because something happened."
Of course.
Peace in my life apparently had a strict expiration time.
"What?"
"The bloodstone changed."
That woke me completely.
We went to the archive chamber beneath the cedar. Rowan joined us five minutes later, hair messy and expression suspicious.
The two halves of the Lunaris bloodstone had always remained separate after Rhea and I placed them together.
Now a third line of light ran between them.
Silver-black.
Nightvale.
Rowan stopped.
"I didn't touch it."
"I know."
Rhea opened an old record.
"The stone responds to recognized Pack bonds. Apparently mate alliances count when they're voluntarily completed."
"Voluntarily," I repeated.
"Important word."
She nodded.
The stone projected a faint map across the chamber floor.
Lunaris territory glowed gold.
Nightvale glowed silver.
Between them, a series of old mountain routes appeared.
Cassian arrived and immediately became interested.
"These aren't on modern maps."
"They were erased after the massacre," Rhea said.
One route ended at an abandoned settlement north of Lunaris.
A symbol pulsed there.
Not Moon Crown.
Not Marcus's crest.
A crescent surrounded by thorns.
I had seen it before.
On one of Seraphina's sealed archive boxes.
Rhea saw my expression.
"You recognize it."
"Yes."
We found the box.
Inside was a letter written by Aurelius months before the massacre.
If Lunaris falls, the northern sanctuary must remain hidden until two Packs willingly stand beside one another without conquest.
I read the line twice.
Rowan leaned over my shoulder.
"That sounds annoyingly specific."
"My grandfather enjoyed drama."
"Family trait."
I elbowed him.
The letter described a sanctuary containing records, emergency resources, and something called the Moonwell Charter.
Not Helena's Moonwell Institute.
Older.
Much older.
According to Aurelius, the charter established limits on Supreme Alpha authority and protected smaller Packs from forced absorption.
Adrian arrived before noon.
When he read the letter, his face became serious.
"I've heard rumors."
"Why wasn't this in Council law?" I asked.
"Because if the charter is real, several Supreme Alpha administrations ignored it."
"Convenient."
"Very."
The sanctuary could reshape Pack politics.
That meant we couldn't simply announce it.
We assembled a small team.
Me.
Rowan.
Rhea.
Cassian.
Adrian insisted on security but agreed to remain outside the final site until we knew what it contained.
The mountain route took six hours.
Snow began falling near dusk.
At the end of the trail stood nothing but rock.
Rhea touched the bloodstone half she carried.
Gold light spread.
Rowan's completed bond mark warmed against mine.
The mountain wall opened.
Inside, lantern crystals flickered awake one after another.
A vast underground hall appeared.
Shelves.
Weapons.
Medical supplies long expired.
Sealed documents.
At the center stood a stone table.
On it rested a book bound in pale leather.
The Moonwell Charter.
I opened it carefully.
The first law was simple.
No Alpha, including the Supreme Alpha, may claim a Pack whose wolves do not consent.
I looked at Adrian.
He exhaled slowly.
"This predates the modern Council."
Rhea turned pages.
"There's more."
Rights of succession.
Protection for orphaned heirs.
Rules against forced mate alliances.
Restrictions on bloodline experimentation.
My stomach tightened.
"They knew."
"About experiments?" Rowan asked.
"Maybe not Moon Crown specifically. But enough to prohibit them."
Cassian found another sealed compartment.
Inside were names.
Families entrusted with protecting the charter.
Lunaris.
Nightvale.
Stormridge.
Silvercrest.
All four.
I stared at the list.
Our Packs had once been allies.
Before ambition, betrayal, and fear broke everything.
Rowan stood beside me.
"So what now, Alpha?"
I looked at the ancient law.
"We don't hide it."
Adrian raised an eyebrow.
"It will create political chaos."
"Probably."
"Several Packs will challenge Council authority."
"Maybe they should."
Rhea smiled.
Cassian looked delighted.
Adrian sighed.
"You truly are Aurelius's granddaughter."
I closed the charter.
"No."
I thought of everything Grandfather had done right and everything his generation had failed to prevent.
"I'm Nessa."
Outside, snow covered the mountain.
Inside, a forgotten law waited to return.
For the first time since Moon Crown fell, the threat ahead wasn't a secret laboratory or a kidnapped Alpha.
It was politics.
Somehow, that seemed more dangerous.
That night, I copied the first pages of the charter by hand, partly because Rhea insisted that handling history carefully changed the way a person understood it. The language was old, but the principle was not. A Pack was made of choices as much as blood. I thought of every time someone had tried to define me through appearance, ancestry, or mate status. The charter could not fix people by itself. Paper never could. But it could give ordinary wolves a place to stand when power told them they had no right to say no. That made preserving it worth every political headache waiting for us.
